audit-ledger event capturing the §61 penalty exposure (up to 200% on shortfall)
before the return state locks. Under DIR challenge, the audit trail can answer
"did the practitioner acknowledge the §61 risk before signing?" with a typed event,
a timestamp, and the actor's user id.
Signatory Identity with Typed Capacity
At filing finalisation, the platform captures the signatory's name plus a typed Capacity from a defined set: Registered Taxpayer, BICA-Licensed Practitioner, Authorised Employee, or Authorised Agent. Free-text claims of authority are eliminated. Under DIR challenge, the audit trail answers "who signed this and on what authority" with structured data, not a guess.
